If data provenance is the legal perimeter of the training set, the cloud is the physical substrate that dictates its performance ceiling. We are moving past the era of digital sovereigntyโ€”where we primarily cared where data satโ€”into an era of Architectural Capture, where the primary differentiator is who owns the silicon and the interconnects.

When I previously analyzed Europeโ€™s struggle for digital sovereignty, the focus was on residency and jurisdiction. Today, the industry is pivoting toward Vertical Integration. The “General Purpose AI Cloud” is a dying breed. Googleโ€™s strategic decision to prioritize internal TPU (Tensor Processing Unit) allocation over external sales, and Appleโ€™s retreat into “Private Cloud Compute,” signify a retreat from horizontal scaling toward a Closed-Loop Stack.
